China and Russia is from 2004 expenditures ("Expenditures are used in a few cases where official budgets are significantly lower than actual spending"). Not all exact values are shown, the goal of the graphic is to show relative amounts and not just duplicate what could otherwise more easily go into a table. I've arranged it vertically in order to best work with Wikipedia page layout. I've tried to keep things pretty simple following the graphical recommendations that Edward Tufte has written about. There is also a vertical version without the title on it: Image:Worldwide military spending 2005.svg If you want to credit someone, credit "Wikimedia Commons." Otherwise don't credit anyone, that's fine by me.
